Counseling Licensure and Certification in New York State

With so many license and certifications available to mental health practitioners in New York, and nationally, it can be a challenge to sort out what you are qualified for and how to apply. NYS offers four different licensing designations:

Creative Arts Therapy
License Requirements

✓ Graduate with a master’s or doctoral degree in Creative Arts Therapy that is accredited by the American Art Therapy Association, another satisfactory agency, or a program considered by the department to be a substantial equivalent.
✓ Turn in the New York State Education Department’s Application for Licensure and $371 fee.
✓ Have your school verify degree status to the New York State Education Department by completing the Certification of Professional Education Form.
✓ Upon education verification and application submission and payment, apply for Limited Permit and pay its $70 fee. This permit is required to practice under supervision and is valid for one year.
✓ Complete a minimum of 1,500 supervised contact hours in Creative Arts Therapy with a limited permit issued by the department:
  • 1,000 of those hours must be in direct client contact
  • Supervisor must be a licensed helping professional and competent in CreativE Arts Therapy
  • The experience must take place in a setting authorized to provide Creative Arts Therapy.
✓ Pass one of the following Creative Arts Therapy certification exams:
  • Art Therapy Credentials Board’s (ATCB) “Board Certification “ exam
  • Certification Board for Music Therapist’s (CBMT) “Board Certification “ exam
  • CASTLE Worldwide, Inc.’s “New York State Case Narrative Exam”

Marriage and Family Therapy
License Requirements

✓ Graduate with a master’s or doctoral degree in Marriage and Family Therapy that is accredited by the Accreditation of Marriage and Family Therapy (COAMFTE), another satisfactory agency, a program in a related mental health field ( incl. psychology, mental health counseling, or social work), or a program considered by the department to be a substantial equivalent
✓ Turn in the New York State Education Department’s Application for Licensure and $371 fee
✓ Have your school verify degree status to the New York State Education Department by completing the Certification of Professional Education Form
✓ Upon education verification and application submission and payment, apply for Limited Permit and pay its $70 fee. This permit is required to practice under supervision and is valid for one year
✓ Complete a minimum of 1,500 supervised contact hours in Marriage and Family Therapy with a limited permit issued by the department
  • All 1,500 supervised contact hours must be involve direct client contact
  • Supervisor must be a licensed helping professional and competent in Marriage and Family Therapy
  • The experience must take place in a setting authorized to provide Marriage and Family Therapy
  • Some contact hours completed as part of coursework may be applied toward the 1,500 hours, if the graduate program completed is considered licensure qualifying by the department
✓ Pass the Association of Marital and Family Therapy Regulatory Boards’ (AMFTRB) “Examination in Marital and Family Therapy,” administered by Professional Examination Services (PES).

Mental Health Counseling
License Requirements

✓ Graduate with a master’s or doctoral degree in counseling that is accredited by the Commission on the Accreditation of Counseling Related Education Programs (CACREP), another satisfactory agency, or a program considered by the department to be a substantial equivalent
✓ Turn in the New York State Education Department’s Application for Licensure and $371 fee
✓ Have your school verify degree status to the New York state Education Department by completing the Certification of Professional Education form
✓ Upon education verification and application submission and payment, apply for Limited Permit and pay its $70 fee. This permit is required to practice under supervision and is valid for one year
✓ Complete a minimum of 3,000 supervised contact hours in Mental Health Counseling with a limited permit issued by the department
  • 1,500 of the 3,000 supervised contact hours must be involve direct client contact after degree receipt
  • Supervisor must be a licensed and competent in Mental Health Counseling
  • The experience must take place in a setting authorized to provide Mental Health Counseling
✓ Pass the National Board for Certified Counselors’ (NBCC) "National Clinical Mental Health Counselor Examination," NBCC’s “National Counselor Examination” is not admissible for licensure

Psychoanalysis
License Requirements

✓ Graduate with a master’s or doctoral degree in Psychoanalytic study that is accredited by the American Board for Accreditation in Psychoanalysis (ABAP), another satisfactory agency, or a program considered by the department to be a substantial equivalent
✓ Turn in the New York State Education Department’s Application for Licensure and $371 fee
✓ Have your school verify degree status to the New York state Education Department by completing the Certification of Professional Education form
✓ Upon education verification and application submission and payment, apply for Limited Permit and pay its $70 fee. This permit is required to practice under supervision and is valid for one year
✓ Complete a minimum of 1,500 supervised contact hours in Mental Health Counseling with a limited permit issued by the department
  • At least 750 of the supervised contact hours must be involve direct client contact
  • Supervisor must be a licensed and competent in Psychoanalysis
  • The experience must take place in a setting authorized to provide Psychoanalytic services
✓ Pass CASTLE Worldwide, Inc.’s “New York State Case Narrative Exam”

School Counseling
Certification

There are no licensing exams in NY State for school counseling. There are instead four pathways to certification. Each route has its own educational requirements, experience requirements, required coursework, and institution recommendation requirements.

Option 1:
  • Complete a NYS registered school counseling program
  • There is no additional required coursework outside of degree program’s
  • There are no additional experience requirements outside of degree program’s
  • Degree conferring institution must recommend student for licensure
  • Complete a background check and fingerprint clearance

Option 2:
  • Receive a Baccalaureate degree from a regionally accredited postsecondary institution AND a minimum 30 semester hours of approved school counseling graduate study
  • There is no additional required coursework
  • Must participate in supervised school counseling internship in a K-12 school setting under the supervision of a regionally accredited postsecondary institution with an approved program; One year of a paid full-time approved school counseling experience in a PreK-12 setting may take the place of the internship/practice
  • Complete workshops in Child Abuse Identification and School Violence Prevention and Intervention
  • Complete a background check and fingerprint clearance

Option 3:
  • Education - Bachelors Degree
  • Valid Level 2 or Higher Certification AND 3 years experience from reciprocity jurisdiction, OR completion of approved School Counselor program in reciprocity jurisdiction
  • Complete a background check and fingerprint clearance

Option 4:
  • Become a nationally certified school counselor by the National Board for Professional Teaching Standards (NBTS)
  • Complete workshops in Child Abuse Identification and School Violence Prevention and Intervention
  • There are no additional experience requirements or institution recommendations needed when certification is received via this route
  • Complete a background check and fingerprint clearance
